Andrew Cook concentrates his practice in litigation with a focus on government
contracts, real estate, and construction. He has 34 years of litigation experience
in federal and state courts and has also practiced before the Court of Federal
Claims. He has handled a myriad of construction, real estate, and commercial
litigation, bid protests before the Comptroller General of the General Accounting
Office, and handled cases before various federal boards of contract appeal, state
courts and courts of appeal.
Andrew regularly represents owners, developers, general contractors, subcontractors,
suppliers, and sureties in real estate and mechanic's lien litigation in the
District of Columbia, Virginia, and Maryland. He also regularly handles Miller Act
litigation on Federal projects, Little Miller Act litigation on State projects,
contract reviews, arbitration and claims litigation, mistakes in bid, small business
certification and other procurement matters including providing advice concerning
the Federal Acquisition Regulations.
