Dave Allman advises clients on the full spectrum of national security, international
trade, and commercial regulatory issues affecting the aerospace, defense,
technology, and manufacturing sectors. With 27 years of experience in the national
security arena, Dave brings a deeply informed perspective on the regulatory,
operational, and commercial dynamics that shape the defense industrial base.
His practice spans DCSA and NISPOM compliance, FOCI mitigation, export controls
(ITAR/EAR), foreign investment controls, industrial security governance, commercial
and government contracting, cross-border transactions, and defense sector M&A.
Before joining the firm, Dave served as Director of International Trade Compliance
and Legislative Affairs at a major aerospace and defense company. In that role,
he built and led the company’s global compliance program and advised senior
leadership on commercial and defense export strategy, licensing models, supply chain
and technology transfer frameworks, joint ventures, commercial contracting, and
market-entry strategies across the Middle East, Europe, and Asia.
Dave’s commercial background is complemented by significant national security
experience. He has guided companies through complex DCSA reviews, multi-layered FOCI
events, cross-border M&A requiring national security mitigation, Committee on
Foreign Investment in the United States (CFIUS) filings, supply chain security
evaluations, and sensitive export control and sanctions matters. He regularly
advises private equity investors, OEMs, suppliers, integrators, and emerging
technology companies on aligning commercial objectives with national security and
regulatory requirements.
His perspective is further strengthened by his military service, including
deployments to Iraq and Afghanistan, providing grounded operational insight into
defense program risk, government expectations, and the practical realities of
regulated environments.
